The CIDB and MAFM definitions

Hard FM

Physical building systems and engineering infrastructure — MEP (mechanical, electrical, plumbing), HVAC, fire suppression, switchgear, generators, and BMS. Because these systems carry statutory and life-safety implications, they require registered Competent Persons (such as Chargemen and Competent Electrical Engineers) and certified contractors.

Soft FM

Services that directly touch people and workplace culture — janitorial cleaning, security governance, waste stream management, grounds landscaping, and pest management. While non-engineering in nature, poor soft services quickly erode workplace productivity, tenant retention, and company reputation.
